These are the cutout fabric portions of a desirable German WWII Army Heer Officer Vehicle Wimpel (Pennant), which would be flown on a small staff attached to the fender of the automobile or other vehicle it was attached to. We would surmise that these came from a pennant with a celluloid cover, which completely degraded. The stitching was then removed from the borders, and the fabric portions kept. The degree of wear
