I'd guess the hooks were meant to hold keys or such

and great in the hand--I would probably hang it on the wall (probably via a couple of tiny nails between the teeth) or simply set it on a tray with a few other lovely and interesting things

C. 1940s Japanese Dexterity Puzzle with Three Mice in Maze brass hooks Early 20th century I believeJust great graphics on this fun vintage dexterity puzzle, with one black and two white mice, which one wants to wind through the spiral maze to land one top of the lenses of our boy's glasses. Made in Japan c. 1940s I believe and in great shape still, with colorful paper covering on the sides and reverse. 4" in diameter x 7 8" tall. I'll send it in the cardboard box I found it in, which fits it perfectly.
