Found in Maine, it reminds me a bit of folk art clocks used to teach time, but this one made of brass and showing a rose compass, detailed down to 10 degree increments, with type pressed directions down to the eight half winds (NNE, ENE, etc.) Certainly navigation related, though whether used for teaching navigation or actually navigating, I am not sure!
